Open Minutes of the Governance and Strategic Planning Committee held on 1 October 2019 (GSP118/19-GSP125/19) were signed by the Chairperson as correct.
Councillor McLaughlin stated that the layout of the previous Committee Minutes did not reflect either the precision or tone of the discussion which had taken place at that Meeting. She considered that from a governance perspective it was necessary to attribute specific comments to the relevant speaker. She felt that it was incumbent upon Council to provide such clarity, particularly should any future debate arise regarding the City Deal process.
The Chief Executive referred to previous discussion which had taken place regarding the recording of minutes and pointed out that a verbatim recording of minutes had previously been ruled out given the onerous nature of such a task, the impracticalities involved and best practice in minute taking. He stated that the point of minutes was to provide a synopsis of the pertinent aspect of the discussion which led to the decisions taken.
The Chief Executive undertook to present a report on the matter to a future Meeting of Committee to facilitate further discussion thereon.
