Councillor McLaughlin referred to the Business and Culture Directorate Annual Service Plan 2019/2020. She noted that the key objective of the plan was to increase employment opportunities and economic growth through a range of measures and programmes including new business start up to support current businesses and deliver growth through visitors and tourism. She stated that considering the high unemployment and economic inactivity rates throughout the City and District compared to the rest of Northern Ireland, anyone who was considering starting or developing a business or a social enterprise should have better support services than other regions throughout Northern Ireland. She expressed concern regarding gaps in provision for pre-start up programmes and asked Officers to review the service plan and see if there could be programmes developed within the pre-start up for businesses. She referred to the Go For It programme and stated that the programme was not performing as well as it should with lower take up numbers and that funding for the programme has diminished over the year. She asked Officers to review the pre-start up programme to enable the development of entrepreneurs within the City and District to deliver a service that will ultimately support the economy going forward.
