Mental Health Strategy 2021-2031

Councillor Doyle to Move:

 

That this Council welcomes the publishing of the Mental Health Strategy 2021-2031;

 

Welcomes the commitment to ensure that children and young people will be able to  access mental health services when and where they need them without barriers with CAMHS receiving no less than 10% of the mental health budget;

 

That mental health services for those over 65 will be needs based and not aged based;

 

That the community and voluntary sector will be fully integrated into the development and delivery of mental health services;

 

That access to Psychological services will be embedded in mainstream mental health services;

 

The creation of a regional mental health crisis service and fully integrated dual diagnosis provision;

 

That the strategy encompasses a ‘No Wrong Door’ approach to services;

 

Calls on the Executive to fully fund the strategy in line with the Strategy Funding Plan;

 

And further calls on the Department of Health and the Executive Office to progress funding for a detox centre in Derry to compliment this Strategy.

 

Councillor Logue to Move:

 

This Council welcomes the recent commitment from Minister Deirdre Hargey that the Department of Communities will develop a new arts & culture strategy for the north. 

 

It also welcomes the Minister's confirmation that the strategy will seek to address regional inequalities by developing bespoke proposals for the north west and other parts of the north with lower levels of cultural spend per head of population. 

 

Council calls on the Minister to begin the process of producing the new strategy as soon as possible. 

 

It also calls on the Arts Council to realign its budget profiles and strategic policies to replicate the sub-regional approach being pursued by the department.

 

Councillor R Barr to Move:

 

I would like to request that the Chief Executive organises a walking tour of Strabane and Castlederg to allow, in particular, the Derry City based Councillors and Aldermen to view and form their own opinions whether areas within the Council district such as these are subject to disproportionate funding from within Council compared to Derry City.

 

Councillor Gallagher to Move:

 

That this Council immediately sets up a Task and Finishing Group to deal with the rise in sudden death throughout the district, particularly amongst our young people due to illegal drug taking, non-prescribed prescription drugs as well as substances purchased over the dark web. This Task group needs to be time bound and action based that will map a way forward in dealing with the scourge of drugs in this Council Area.

Council notes with alarm the Public Services Ombudsman investigation into Personal Independence Payment (PIP) that found 'systematic maladministration' and 'failures' by the DfC and Capita management in their treatment of vulnerable people attempting to access disability benefits.

 

Council notes the participation of Capita in PIP is part of vicious Tory welfare reform policies agreed by the Stormont Executive - but not required under that legislation.
