Notice of Motion - Department's Transfer of NIHE Stock to Housing Associations

(i)         Councillor Cusack to Move:-

This Council is opposed to the Department’s transfer of NIHE stock to Housing Associations as a means of destabilising the organisation.  Is concerned for the financial implications this will present to families on low incomes and reliant on Housing Benefit to pay increased rents.  And ultimately fears that this will lead to considerable job losses for Housing Executive staff, will pose a threat to the current allocation process based on need, and will erase much needed NIHE stock for future generations.  Asks that the Department invest in the Housing Executive by allocating a budget which realistically serves its requirements for improvements to current homes and allows for the possibility of building new properties thus providing job security and employment opportunities for all permanent, temporary and agency staff.

(ii)        Councillor McKeever to Move:-

That this Council calls upon the Northern Ireland Executive to establish and fund, as recommended by the Environment Minister, an independent public enquiry into the events leading up to and surrounding the illegal dumping of hundreds of thousands of tonnes of waste material at lands at Mobuoy Road, Derry.

This Council further calls upon the Northern Ireland Executive to make finance available, as required to fund appropriate waste removal and containment at the site, so that the illegal dump ceases to pose any threat to the local environment.

(iii)       Councillor Donnelly to Move:-

Derry City and Strabane District Council call on the Department of Social Development Minister to stop the sale of Housing Executive homes in the Bogside and other areas to Housing Associations and that this Council is opposed to the dismantling and privatisation of the Northern Ireland Housing Executive by stealth.

(iv)       Councillor Tierney to Move:-

That this Council supports Ireland’s bid to stage the 2023 Rugby World Cup, recognises the economic and cultural benefits to chosen host regions, agrees to identify suitable venues within the Council district and agrees to lobby the Northern Ireland Executive, Irish Government, Irish Rugby Football Union and Oversight Board with a view to hosting fixtures within the Council district.

(v)        Councillor C Kelly to Move:-

That this Council carries out a scoping study to determine the feasibility of installing a small-scale Anaerobic digester and of running an awareness raising programme with the aim of reducing the amount of food being wasted and of reducing the amount of food going to landfill;

Go ndéanann an Chomhairle seo staidreamh scóipe chun cinneadh a dhéanamh ar indéantacht díleáiteoir anaeróbach beagscála a fheistiú agus ar chlár ar mhúscailt feasachta a reáchtáil agus d’aidhm aige an méid bia a chaitear amach a théann go líonadh talún a laghdú.

(vi)       Councillor Hassan to Move:-

That this Council calls on the Department for Social Development to clarify fully its proposals to transfer hundreds of homes in the Council area to Housing Associations.

Further, Council calls on the Department to outline what impact the proposals will have on tenants, tenancy agreements, rents and repairs; and the subsequent impact it  ...  view the full agenda text for item 12.
